1Carta de permisoCon base en la circular 001-2014 emitida por la Presidencia de la República, es de carácter obligatorio que los postulantes del sector público beneficiados con una beca y que conserven su plaza y/o reciban fondos públicos para complementarla, previo a salir del país soliciten a la Secretaría Privada de la Presidencia la autorización correspondiente.

La nota debe ir dirigida a la Secretaria Privada de la Presidencia de la República, Licenciada Veronica García, especificando los siguientes datos:

*Fecha en que realizará el viaje.
*Tiempo estimado del curso o estudio.
*Cuáles serán los resultados y/o beneficios para Guatemala.
*Monto total a erogar (si el becado recibe algún rubro autorizado por su Institución) y en su caso, especificar el organismo o entidad que cubrirá los gastos. (Esto no aplicará a los servidores públicos que no reciban ningún apoyo económico de su Institución y por realizar los estudios principalmente cursos largos, Licenciatura, Máster o Doctorados renuncien a su actual empleo)

La nota debe estar firmada por la autoridad máxima de donde labora, y presentarse en la siguiente dirección:
Casa Presidencial, Puerta del Centro, 6 avenida 4-41 zona 1. Ciudad de Guatemala.

Así mismo, concluidos los estudios en el extranjero, deberá presentar el informe respectivo, dentro de los 10 días siguientes a su retorno.
NOTA. Este procedimiento no aplicará en caso de desvinculación laboral previa a salir del país para realizar los estudios.

Since 2008, VLIR-UOS has been obliged to use the shortened country-list by the DGD (Belgian Government). Please note that candidates must reside in their country of nationality at the moment of application. The DGD country list for admissible nationalities: Africa: Algeria, Benin, Burkina Faso, Burundi, Cameroon, DR Congo, Ethiopia, Guinea, Ivory Coast, Kenya, Madagascar, Mali, Morocco, Mozambique, Niger, Rwanda, Senegal, South Africa, Tanzania, Uganda, Zambia, Zimbabwe; Asia: Bangladesh, Cambodia, China, India, Indonesia, Palestinian Administered Areas, Philippines, Vietnam; Latin America: Bolivia, Brazil, Colombia, Cuba, Ecuador, El Salvador, Guatemala, Haiti, Nicaragua, Peru, Surinam. 2. minimum English proficiency
Proof of at least 1 year of comprehensive English-based instruction at a university or recognized equivalent. If not, a TOEFL test is required: a minimum total score of 550 on the paper based test (PBT), or 79 on an internet based test (IBT). Or an IELTS test is required with a minimum overall band score of 6. Or a proof of another test of similar level as TOEFLE or IELTS.
3. maximum number of VLIR-UOS scholarship applications in one year
One. If more than one application is submitted, none of the applications will be considered for admission.
4. professional experience
Not required for a master programme, but is a competitive advantage for selection, depending on the programme.
Required for a training programme. See programme requirements for details (number of years, etc. …).
5. present employment/reintegration perspectives
Not required for a master programme, but is a competitive advantage for selection, depending on the programme.
Required for a training programme. The candidate must be currently employed or have a written (future) employer’s guarantee of (re)integration in an organisation where the acquired knowledge and skills will be immediately applicable.
For applicants from a university engaged in a VLIR- IUC partnership, it is required that the Flemish or local IUC coordinator declares that they are not linked to an IUC funded department. If they are linked to such a department, they do not qualify for a scholarship from the scholarship programme from VLIR-UOS but can apply for funding from the IUC budget in case they would be academically admitted.
6. maximum age (on 1 January of the reference year)
Maximum 40 years for a master programme.
Maximum 45 years for a training programme.
7. previous scholarships
The application of a candidate for a master programme who has already been granted a previous master scholarship funded by the Belgian government (DGD) does not qualify for the granting of a VLIR-UOS scholarship. The application of a candidate for a training programme who has already been granted a previous VLIR-UOS scholarship for a training programme, is not admissible.

III. Scholarship selection
1. motivation
It is essential that the candidate’s motivation demonstrates the possibility of transferring knowledge or of creating extension activities, and having a specific developmental dimension.
2. professional experience
Preferably in a research institution, a higher education institution, the government sector (national/regional/local), the sector of social economy, or an NGO. Preferably expertise in development relevant matters
3. present employment/reintegration perspectives
Preferably in a research institution, a higher education institution, the government sector (national/regional/local), the sector of social economy, or an NGO.
Preferably with the possibility to generate an impact through the transfer of knowledge, extension activities or otherwise.
Not in the commercial profit sector.
4. previous scholarships
Prioririty will be given to the application of a candidate for a master programme who did not already has been granted a previous master scholarship. For a candidate for a training programme, the selection committee assesses the opportunity of a VLIR-UOS scholarship award, taking into consideration the candidates’ previous study and scholarship curriculum.
5. gender
In case of two equally qualified candidates of different sexes, preference will be given to the female candidate. The selection commission will aim at a parity or relative balance between the number of men and the number of women awarded a VLIR-UOS scholarship.
6. regional balance
The selection commission will try to ensure that 50% of a programme’s scholarships are granted to candidates from sub-Saharan Africa.
7. social background
In case of two equally qualified candidates, preference will be given to candidates from a disadvantaged area within their country or a ethnic or social minority group, especially when these candidates can provide proof of leadership potential.

This page contains the scholarship allowances for VLIR-UOS scholars in Belgium in the period from 01/09/2010 till 31/12/2010. The Belgian government (DGD) is currently developing a sector-wide harmonisation of guidelines and allowances for all scholarships in Belgium financed by DGD. This harmonisation, which was initially planned to be finalised before September 2010, has not been formally approved yet.

The scholarship for a training participant contains (in €):
Weekly allowance (lump sum): €300
Per stay in Belgium a preparation allowance (lump sum): €150
One-time payment of an installation allowance (lump sum – granted only for stays of more than one month): €500
The host unit will arrange the insurance and VLIR-UOS will arrange the airplane ticket (economy class).

The scholarship for a master student contains (in €):
Monthly allowance (lump sum): €1.000
Family allowance (lump sum): €60
An allowance for teaching materials per academic year(lump sum): €275
Preparation allowance per stay in Belgium (lump sum): €150
Installation allowance (lump sum – one-time payment, granted only for stays of more than one month): €500
Allowance for mailing of teaching materials (lump sum - one-time payment): 275
VLIR-UOS will arrange the airplane ticket (economy class) to arrive in Belgium. The host unit will arrange the insurance, tuition fee and the airplane ticket (economy class) to return home.

In case a master scholarship student does not stay an entire calendar month or a training participant does not stay an entire week in Belgium, the allowance for that month or week which has commenced is calculated as follows:
1. less than 15 (for monthly allowances) or 4 (for weekly allowances) days in Belgium: ½ scholarship and ½ family allowance.
or
2. 15 (for monthly allowances) or 4 (for weekly allowances) days or more in Belgium: entire scholarship and entire family allowance.

All scholars are obliged to return to their country of origin as soon as possible after the study or training programme has ended. In principle, after the programme has ended the scholar may not stay longer than 5 days in Belgium and is not entitled to any allowance for that period. In principle, master scholars may not stay in Belgium longer than 20 September. Longer stays are permitted only cases of emergency situations, depending on formal approval by the programme organiser and VLIR-UOS or if the official proclamation date is later than 20 September.

How to apply



You must fill in the pre-screening form at the bottom of the page of the programme. You may choose only one programme.



You will need to follow the correct and complete procedure below:

1. Apply on the website via the pre-screening form: fill in name, birth date, country, etc…

2. Receive a VLIR-UOS application/file number by return e-mail from VLIR-UOS (1 week after you filled in the pre-screening form).

3. Apply then on the website from the host university through the link mentioned in the return e-mail from VLIR-UOS and write the received VLIR-UOS application/file number on the application file from the host university.

4. Send a printout of your application file along with all required documents (diploma transcripts, motivation, etc…) to the International Office of the host university (not to VLIR-UOS!).



Then you have correctly applied and can your application be considered. Scholarship application deadlines are:
